But with all the lanterns litted up, wow, it was not scary at all.

Sharp at 8pm, the spirits were guided back "home".
Yup, last call to go "home".
Obon is celebrated from 13th to 15th of the 7th month of the Year according to the solar calendar. It is a Buddhist event for commemorating one's ancestor.
In Kyoto, 5 mountains will be litted up consecutively to guide the spirits back to their "world".
