Lake Biwa is the biggest lake in Japan, with surface area of 670.33km2, which is almost the size of Singapore (689km2). This is really a big lake !
Every year on the 8th of August, fireworks matsuri (fiesta), will be held, attracting almost 35000 visitors, mostly from Kansai area.
According to Biwa-ko Fireworks website, the 1 hour firework display involve 10 000 numbers of fireworks. The highest number of fireworks in a single display in Japan is the PL Fireworks held in Osaka on every 1 st of August. (wiki source). About 100 000 fireworks are used in PL firework festival.
Crowds started gathering around the lake from 2pm. Since the shore is long and wide, you might still be able to find a spot at 5pm.

Giancarlo : JR Otsu, walk down straight towards the lake, turn right, choose a place not too far. Turning left is to the paid area. I was about 700-800 metres from the main display area.. I used ND filter to avoid overexposed.
